The 3rd World Higher Education Conference (WHEC2022), organized by UNESCO in Barcelona, Spain, on 18 to 20 May 2022, proposed the Higher Education Roadmap entitled Beyond Limits. New Ways to Reinvent Higher Education, to reinvent/transform Higher Education (HED) in the upcoming years, also drawing on prior work undertaken on the Futures of Education. This reference framework addresses UNESCO’s vision of HED, the evolving landscape of Higher Education Institutions (HEIs), the principles to shape HED’s futures, the major challenges that must be overcome in reinventing and transforming HED, and practical approaches to turn dialogue into action and results. 

The Roadmap was presented at the WHEC2022 in its working version to encourage further thinking and debate among all stakeholders at global, regional, and country levels. The document presents a technical proposal that resulted from research, consultation and dialogue led by UNESCO and partners, whose ideas have permeated all throughout.
